
Staff Acquisition
ISSI has a recruiting team that includes four technical recruiters in over 20 U.S. markets. Talent Acquisitions group is networked to a database of over 50,000 resumes. Relationship building, communication and training are paramount in our recruiting methodologies, consultant/employee retention and organizational growth. ISSI utilizes advanced Internet search capabilities to precisely recruit only the best and most qualified candidates for their clients.
Direct — Hire Acquisition
ISSI will staff this project with minimum 55% of ISSI employees. We follow a proven recruitment methodology, where the position descriptions and minimum qualifications will be prepared and processed through the normal Human Resources channels. The Project Manager coordinates with the client and ISSI Human Resources to determine the appropriate staff classification, advertise the position, schedule the interviews, and select the staff. We allow a 15 day timeline for acquisition of fulltime staff. ISSI follows a standard interview process to meet the FLSA & EEO compliance. ISSI gives one week time for back-ground verification. Staff can be acquired through other methods such as temporary redirection or reorganization.
Consultant Acquisition
Consultants will be utilized on the project when state staff does not possess the necessary qualifications for specific focus areas or the services are of an urgent or temporary nature. The process for acquiring consulting contractors is directed by the PM. This process starts with the development of the Statement of Work (SOW) and by determining the minimum and desired qualifications. The project's Contract Manager will coordinate with PM to select the appropriate candidate or company to solicit proposals from the sub-contracting community, coordinate the proposal or offer reviews, schedule vendor interviews, and participate in the final vendor / candidate selection.
At ISSI, we follow a proven Recruitment Methodology. It contains six critical components:
- Requirement verification: First, we concentrate on understanding the scope, specific needs and details of your assignment. From that, we will develop an effective fulfillment strategy.
- Search for qualified candidates: We will define the technical skills, platform experience and industry expertise needed for your initiative. We maintain a proprietary database of 20,000 resumes. If we don't have the right match in our database, we use many sources to find the right people for our project — the Internet, our consultants coming off other assignments, local and national advertising, consultant referrals, telemarketing, job fairs, user groups, out placement firms, universities and technical schools.
- Internal interviews: We conduct three types of interviews:
- Telephone screening. We speak with all candidates to assess both their hard and soft skills. Qualified candidates are scheduled for in-depth interviews.
- Personal interview. When interviewing for a particular assignment, we share general aspects of the potential work with the applicant and gauge their interest in that type of work. We also look at their proven ability to perform, and whether they are a match for the customer's corporate culture.
- Technical interview. Technical interviews will be conducted to all qualified candidates
- Reference checks: References will be checked going back several years. We look at past employment, educational history and technical competency.
- Client review of proposed candidates: Once you have reviewed potential consultants, we will set up interviews with any that meet your qualifications.

Throughout the duration of a project, we monitor consultant performance to assure exceptional service. To meet each client's need to minimize the time and effort involved in managing contractor staff, ISSI assumes full administrative responsibility for managing the client's consultant through constant communication and reporting, enhances the client's visibility and control of contractor vendors.
